Remove the handle. Then loosen the packing nut. Reinsert the plastic handle and unscrew out the entire stem.
Outdoor frost-proof faucets eventually develop a squeal when you turn the handle. The brass stem threads are rubbing against the brass threads in the housing. If there’s a shutoff valve for the faucet, close it. Otherwise, shut off the main valve. To get rid of the squeal, apply a dollop of plumber’s grease.
